Portland Development Commission nears legal settlement for ...

Portland's urban renewal agency today will consider a financial settlement in its year-long legal dispute with the would-be developer of Centennial Mills.

Developer Shaheen Sadeghi sued the Portland Development Commission in November 2011 after officials ended negotiations for the city-owned property in Northwest Portland.

Sadeghi argued that the PDC breached its contract and later accused the agency of favoring Scott Andrews, the chairman of the commission's board, whose private business had what Sadeghi considered a competing project.

Shawn Uhlman, a spokesman for the agency, confirmed that a settlement proposal will be presented to the board today. But he said it wasn't ready to be released and declined to provide details.

The agency updated its 3 p.m. board agenda today for "Authorizing Settlement of Litigation." Officials are scheduled to vote on the as-yet-undisclosed settlement in about three hours.

On Monday, the PDC and an attorney representing the developer held a non-public settlement conference in Multnomah County Circuit Court. They returned to court Tuesday.

The Oregonian has been asking PDC officials about a possible Centennial Mills settlement since Dec. 3. Uhlman said this week's settlement conference was court mandated.

On Tuesday, the newspaper left messages with Uhlman and the PDC's attorney about a settlement. The attorney did not return the call and Uhlman said he wasn't able to talk to the attorney.

The city has already sunk at least $13 million into Centennial Mills since acquiring the property more than a decade ago. Officials now hope to work with Harsch Investment Properties on a renovation project.
