Day Care Study: Critics Dispute Family First Findings... | Stuff.co.nz

Conservative lobby group Family First is using a report from a controversial academic to claim day care is detrimental to children.

The group issued today the report that claims spending long periods of time in day care, and away from parents, is detrimental to a child's long-term development.

However, the study, by Dr Aric Sigman, hit the headlines last year in Britain, where it was questioned by experts. Dr Sigman is also behind a 2009 claim that Facebook and other social networking sites cause cancer. He was accused of "cherry-picking" evidence and ignoring that which did not support this theory.

Writing in The Guardian last year, Dorothy Bishop, professor of developmental neuropsychology at Oxford, disputed his claims and questioned his credentials.

"Sigman ignores or selectively reports evidence for this more nuanced position," she wrote. "He justifies his one-sided approach to the evidence on the basis that "while open-mindedness has its place in academia, it is a luxury children can't afford".

Family First commissioned its report, Who Cares, to look at the increasing number of children and infants spending time in early childhood education while their parents are at work.

Advocates say staying at home with their children is a luxury that many parents can no longer afford.

Hayley Whitaker, early childhood spokeswoman for the NZEI union, said parental policies in New Zealand were "abhorrent" compared to other countries.

"We should be able to give people the choice to be at home with their children. They shouldn't have to feel that they're forced back into the workforce."

However, there was a lot of evidence to show high-quality early childhood education benefited children, she said.

"Everything in moderation, really."

That quality depended on having qualified teachers and better student teacher ratios.

In his report, Dr Sigman said the level of a stress hormone, cortisol, was increased in 70 to 80 per cent of children in centre-based care. The hormone is produced in response to fear and uncertainty and too much of it was linked to a lowered immune system, he said.

"Attending daycare for an extended time, whether small-scale and home-based, or large-scale and centre-based, that routinely triggers stress in young children could have potential long-term consequences for their mental and physical health as adults."

High-quality care did not override the effects, the report said.

"The degree of warmth and affection, particularly between mother and child, can curb a child's stress reactions and generally make a child more resilient to stressful and difficult situations later on."

Dr Sigman recommended fulltime parenting should be a child's right, that the status of fulltime mothers should be enhanced and the current 14 weeks' paid parental leave be extended considerably.

Child Poverty Action Group spokeswoman Susan St John said the problems in accessing day care were inflexibility and the high cost.

"It's like a contract and a commitment, which then gets parents trapped on to a treadmill, and at the end of the day they might be quite surprised when they do the sums to work out that actually they're not much further ahead."

None of that was concerned with what was best for the child, she said.

Labour social development spokeswoman Jacinda Ardern said financial constraints often forced parents back into work.

"Families need to be able to make the decisions around the care of these children that work best for them, but right now it's not a matter of choice for many of them."

Labour's policies of Working For Families tax credits and 20 hours' free early childhood education were not designed to push people into work but to allow families to make the best choice for them, she said.

"ECE is not about day care, it's about education at an appropriate length of time for our children."

Labour campaigned on extending paid parental leave to 26 weeks.

Plunket spokeswoman Nikki Hooper said people were increasingly aware of the importance of the early months in a child's life. The organisation advocates six months' parental leave.

'KIDS SHOW NO SIGN OF STRESS'

For 4-year-old Archie Bills, day care is so much fun he never wants to leave.

His mother, Sarah, said he was usually reluctant to leave Childspace in Wilton when she went to pick him up at the end of the day.

"He always tells me he loves his teachers," she said.

The Karori boy had not shown any signs of stress and was settled and happy.

"If we saw anything like that he would be out of child care."

Mrs Bills and her husband, Hamish, made sure they spent time together as a family in the weekends and took turns picking him up from the early learning centre.

Stay-at-home dad Tim Richards said the benefits of children in day care outweighed the negatives. He and his wife, Megan, chose to send their sons Jack, 9, and Sam, 3, to St Mary's Early Childhood Education Centre at a young age to help develop socialisation.

Jack, who started preschool at the age of 1, quickly adapted, while Sam, who went at 2, took a few months to adjust to the child care environment, he said.

Both boys flourished, with their speech skills improving quickly along with their social skills.

"I've never heard any parents who sent their kids there say that they're stressed."

Former Wellingtonian Haydn Jones and wife Zanta moved to Taranaki with their children Marley, 2, and Archer, 5 months, a year ago because they wanted to raise their children themselves. "I think it's a luxury to be able to raise our kids ourselves, which in itself is sad."

Payroll tax cut talks adrift on Capitol Hill

(AP) ? The prospects for an extension of President Barack Obama's signature payroll tax cut, once considered a slam dunk on Capitol Hill, now seem far less certain as House-Senate talks have deadlocked over finding ways to pay for it.

In a contentious negotiating session Tuesday, Democrats came out against House GOP proposals to partially pay for the two percentage point payroll tax holiday through freezing federal workers' pay and requiring more affluent seniors to pay higher Medicare premiums.

Also at stake is a renewal of jobless benefits for people who have been out of work for more than six months and repairing an outdated government formula to prevent doctors from having to bear a huge cut in their Medicare payments.

After four public sessions, the House-Senate talks have failed to yield a single significant breakthrough, leading party leaders in both the GOP-dominated House and Democratic majority Senate to lob charges that their rivals are slow-walking the negotiations.

"We have significant concerns about whether Senate Democrats are really willing to step up and work with House Republicans on the payroll tax cut bill," House Speaker John Boehner, R-Ohio, told reporters Tuesday. "Senate Democrats have never come to the table with a plan to offset this new spending that they're all for."

For his part, Senate Majority Leader Harry Reid, D-Nev., has threatened to bring up a whole new measure if the House-Senate negotiations remain stalled.

Michigan Rep. Dave Camp, the top GOP negotiator, has turned the focus to the most contentious issue: finding ways to foot the bill for the $150-160 billion cost of the measure.

But Camp, a top Boehner lieutenant, has been slow to invite Democrats to discuss their ideas to pay for the legislation, insisting ? at least until Tuesday ? on obeying arcane rules that limit the scope of the debate to the GOP ideas that have passed the House on a near-party line vote last year. That has led to meandering discussions on topics like blocking EPA rules on emissions from industrial boilers and allowing states to impose drug tests on people receiving jobless benefits.

After Tuesday's talks went nowhere, Camp finally invited Democrats to submit proposals not related to those contained in the House GOP measure and said that negotiators might be forced to scale it back.

Tuesday's almost three-hour discussion, like three previous ones, involved speechifying instead of real negotiations.

Lawmakers lobbed charges back and forth over whether it was fair for three million federal civilian workers to have their pay frozen for a third consecutive year to help pay for the tax cut and whether seniors with income exceeding $80,000 a year should pay more for their Medicare coverage.

"It seems to be the flavor of the day to go after federal workers," said Rep. Chris Van Hollen, D-Md.

Leader Democratic negotiator Sen. Max Baucus of Montana added that, "We should not be penalizing (Medicare) beneficiaries while we're increasing doctor fees."

But Sen. Jon Kyl, R-Ariz., a veteran of the failed budget "supercommittee" and deficit talks last year involving Vice President Joe Biden, said the ideas had been all but agreed to in negotiations last year.

"We're hearing 'no' for the sake of hearing 'no,'" said Rep. Kevin Brady, R-Texas.

Negotiators also split over whether people who receive health insurance subsidies under the Obama's new health care law should have to repay a greater portion of overpayments they may receive. It's a complicated topic, but Democrats have supported the idea in previous legislation.

Taken together, the three provisions discussed Tuesday would raise $70 billion over a decade to finance the jobless benefits, payroll tax cut and Medicare payments to doctors.

The proposals amply demonstrated the tradeoffs involved in cutting spending elsewhere in the budget to defray the cost of cutting taxes. Sen. Ben Cardin, D-Md., pointed out that the proposed pay freeze for federal workers would end up costing them far more than they would get from the two percentage point payroll tax cut, which would deliver just $20 a week to a typical worker earning a $50,000 salary.

Similarly, a proposal to raise $31 billion over a decade by requiring wealthier seniors to pay higher Medicare premiums would eventually require 25 percent of beneficiaries to pay higher "means-tested" premiums instead of just 5 percent now.

Democrats came out in opposition to each idea, saying it would be unfair to make spending cuts affecting the middle class to pay for the payroll tax measure. But Republicans shot back that a so-called millionaires' surcharge pushed by Democrats went nowhere in the Senate and that the cuts have to come from somewhere.

As for the partisan pot-shots from top leaders Reid and Boehner, Camp said: "I don't think the comments from either side of leadership, from either body, are particularly helpful."

My husband and I are co-owners in a construction company but my favorite small business is my makeup artistry service. I?ve been in business for almost ten years now but still find it challenging to get customers to come to my home. I don?t mind going to the customer at times, but when I have a large bridal party or a several appointments in a day, the logistics are challenging. Also, fuel costs were beginning to put a damper on my profits. I had to make changes.

I wanted to focus on drawing customers to my home based business instead of traveling across the county for a client?s pre-photo shoot makeup sessions. I?d still make traveling appointments when necessary, but I decided to move the bulk of my work to the studio. Here?s what I did and what results I have seen.

I assessed my curb appeal . I know from my own personal experience that I don?t want to stop at a business that looks unkempt or unsafe. I took a drive up to my own place and noticed my sign was difficult to see and the entrance appeared hidden by tall bushes. I hired a landscaper to remove the scraggly azaleas by the road and replaced them with low-growing bushes that don?t hinder the drive up.

I moved my house numbers . I repositioned them to other side of the porch where the majority of my drive up traffic arrives from. I also swapped out the old scripted numbers for plain block numbers, making it easier for everyone to see.

I placed a storage box outside for customer drop off and pick up . I keep regular hours but sometimes I have to step away, especially if my husband?s crew needs a tool or material. To accommodate customers returning products or needing to pick something up, I positioned a decorative mailbox near the door with a secure, safety latch. It also makes the entrance look whimsical.

I replaced my sign. I had a small sign out front for years but I figured it was time for an upgrade. I asked a friend to make a sign for me that looked like a lipstick tube. It was funky and neat. The bright pink color really stands out but it isn?t so large that it disturbs the neighbors.

I hung a sign on the door that lists my hours of operation . There?s also a handy ?out to lunch? sign that I can use when I need to.

I?ve seen some good things happen because of my little improvements. As a home business owner, I feel confident asking my customers to come to my home. Also, some of my neighbors who?d overlooked my old sign previously now ask about my business. I have gotten some good publicity just from changing it out.

World court upholds German immunity in Nazi cases (AP)

THE HAGUE, Netherlands ? The U.N.'s highest court confirmed Friday that Germany has legal immunity from being sued in foreign courts by victims of World War II Nazi atrocities.

The International Court of Justice said that Italy's Supreme Court violated Germany's sovereignty in 2008 by judging that an Italian civilian, Luigi Ferrini, was entitled to reparations for his deportation to Germany in 1944 to work as a slave laborer in the armaments industry.

The ruling is expected to stem the flow of civil cases launched against Germany in Italian courts in the aftermath of the Ferrini verdict.

Germany had argued that the Italian ruling threw into doubt a restitution system put in place after the Nazis' defeat that has seen Germany pay tens of billions of dollars in reparations since the 1950s.

The 15-judge world court said in a 12-3 ruling that the Italian case violated Germany's long-standing immunity, which has been recognized in international law, from being sued in national courts.

"The action of Italian courts in denying Germany immunity ... constitutes a breach of the obligation owed by the Italian state to Germany," world court President Hisashi Owada said.

Rulings by the International Court of Justice are final and binding on states.

German representatives argued last year that if the world court sided with Italy it would open floodgates for restitution claims by individuals around the world, a situation it tried to avoid in negotiating reparation accords with Israel and with countries that had been occupied during the war, and with specific groups such as the Conference on Jewish Material Claims against Germany.

German Foreign Minister Guido Westerwelle welcomed Friday's ruling, saying it confirmed Germany's view on state immunity.

"The clarification was not only in the interest of Germany but also in the interest of the international community. It is good and it serves all to have legal certainty now," he said.

Westerwelle stressed that Germany's decision to go to court was not aimed at diminishing the country's responsibility for Nazi war crimes.

"The (German) federal government has always recognized their pain," he said. "And, of course, the aim is also not to question German responsibility for the crimes of the Second World War."

The international court rejected Italy's argument that states' immunity did not apply in cases of war crimes and crimes against humanity committed by one country's army on the territory of another country.

Italy's chief representative in the case, Paolo Pucci di Benisichi, said the result helped clarify the limits of states' legal immunity.

"We are not disappointed," he said. "Of course, I would have preferred a judgment that was closer to our line of defense."

He said Rome likely would not have launched the case at all had it not been for the fact that Italians interned by Germany during the war were not included in existing reparation schemes.

The court's judgment noted with "surprise and regret" that Germany had excluded such victims from compensation.

Although Italy was a German ally during the War, many Italians were deported by Nazi forces, interned in camps and used as slave laborers.

Rome's case was supported by Greece, whose citizens have similar claims against Germany.

In 2008, the Italian court decided on the seizure of Villa Vigoni, a German-Italian cultural center on Lake Cuomo, to "enforce" the claims by Italians and Greeks seeking compensation. Germany's protest against the seizure formed part of its appeal to the World Court against Italy.

Italy never formally enforced the seizure, pending the result of the world court case, and it will now likely be reversed, Pucci di Benisichi said.

The Greek case involved residents of the Greek village of Distomo, where Nazi troops killed 214 civilians on June 10, 1944 ? one of the worst atrocities in occupied Greece.

According to Green Street Advisors Inc., commercial property values in the United States will ?probably climb about six percent in the next six months.? This figure is based on recent trading trends in real estate investment trusts (REITs) and fixed-income yields, said the firm[1]. In fact, REIT investors appear more optimistic than ever, said Green Street researchers, who also cited ?decreased skittishness? as a reason for their optimistic outlook.

Perhaps not surprisingly, the apartment industry is seeing the most exciting growth and getting the most attention in the commercial sector right now. In fact, in many areas of the country rents are already ?soaring? as jaded former homeowners find themselves unwilling or unable to reenter the housing market as owner-occupants. And investors are happy to oblige the demand, continuing to ?view apartments as a preferred asset class in today?s environment,? said National Multi Housing Council (NMHC) chief economist Mark Obrinksy[2]. While OBrinsky does expect that growth in the apartment sector might ?ease somewhat moving into 2012,? he believes, along with many investors, that ?long-term demographic changes favor rental housing.?

Traffic-related asthma costs two cities big money (Reuters)

NEW YORK (Reuters Health) ? Traffic pollution may cost two California cities millions each year in managing children's asthma, a new study suggests.

The findings suggest that "the real costs of this pollution are substantial," said lead researcher Sylvia J. Brandt, of the University of Massachusetts, Amherst.

Similar cost studies could be done in other U.S. communities, Brandt told Reuters Health.

Researchers estimate that the annual cost of traffic-related asthma symptoms in the two cities -- Long Beach and Riverside -- totals about $18 million. That's considering the direct costs of medical care, as well as indirect expenses like kids' school absences and parents' time off from work.

The figure is an estimate, based on government cost data and past research on the number of childhood asthma cases linked to traffic pollution.

And other communities' costs would vary widely depending on, among other things, the amount of traffic near homes and schools.

As an example, Brandt said that dozens of communities in Massachusetts have higher asthma rates than those seen in the two California cities -- where an estimated 13 percent to 15 percent of kids younger than 18 have asthma.

Springfield, for one, has an asthma prevalence of 18 percent, and it's surrounded by major highways, she noted.

Nationally, it's estimated that 9 percent of U.S. children have asthma. But rates are higher among poor, minority kids; 16 percent of low-income black children have asthma, according to the U.S. Centers for Disease Control and Prevention.

There are a number of risk factors for asthma, including genetic vulnerability. But, Brandt pointed out, there's growing evidence that traffic pollution may not only trigger symptoms in kids who already have asthma, but may also boost the odds of developing asthma.

A number of studies have found that the closer a child lives to heavily traveled roads, the higher the asthma risk -- even when controlling for other factors like family income.

COULD NEW ZONING HELP?

For the current study, reported in the European Respiratory Journal, Brandt's team used estimates from an earlier study that linked road traffic to 9 percent of all childhood asthma cases in Long Beach and 6 percent in Riverside.

They calculated that over a year, the costs of asthma caused by road pollution, and asthma attacks triggered by pollution, would reach about $18 million for the two communities.

Brandt acknowledged that there is "uncertainty" in estimating such costs.

But she said that it would be useful for communities to have an idea of their own figures so they can see where their money is being spent, and how it could be better used.

Based on her team's estimates, Riverside spends 6 percent of the county's health-and-welfare budget on pollution-related asthma; the costs in Long Beach, meanwhile, equal about 21 percent of the city's health department spending.

"The findings are at least suggestive that other communities could have high costs as well," Brandt said.

Cities and towns with pollution issues could take steps to cut children's risk of breathing problems, Brandt said -- like passing laws against building schools or residential developments close to highways.

And in schools that are already near high-traffic roadways, she added, "clean air" technologies might help.

Egypt's army, police blamed for deadly soccer riot (AP)

CAIRO ? Scores of Egyptian soccer fans were crushed to death while others were fatally stabbed or suffocated after being trapped in a long narrow corridor trying to flee rival fans armed with knives, clubs and stones, in the country's worst ever soccer violence that killed at least 74 people, witnesses and health officials said Thursday.

The tragedy Wednesday evening ? which followed an Egyptian league match between Al-Masry, the home team in the Mediterranean city of Port Said, and Al-Ahly, based in Cairo and one of Egypt's most popular teams ? was a bloody reminder of deteriorating security in the Arab world's most populous country, as instability continues nearly a year after former President Hosni Mubarak was swept out of power in a popular uprising.

It was also the deadliest soccer violence worldwide since 1996. One player said it was "like a war."

Egyptian activists have accused the police and military of failing to intervene to stop the mayhem.

On Thursday morning, dozens of angry protesters sealed off Tahrir Square, the epicenter of the uprising that toppled Mubarak, while others blocked the street in front of the state TV building in downtown Cairo ahead of planned marches later in the day to the Interior Ministry to denounce the police force.

The melee at the stadium in Port Said erupted when Al-Masry fans stormed the field following a rare 3-1 win against Al-Ahly. Al-Masry supporters, armed with knives, sticks and stones, chased players and fans from the rival team, Al-Ahly, who ran toward the exits and up the stands to escape, according to witnesses.

Ahmed Ghaffar, one of the visiting Al Ahly fans at the stadium, said "layers of people" were stuck, "suffocating inside a narrow corridor" as they tried to get out of the stadium

"The people were stuck over each other because there was no other exist," Ghaffar tweeted on Thursday. "We were between two choices, either death coming from behind us, or the closed doors."

Ghaffar said that seconds after the match ended, Al-Masry fans rushed onto the pitch from all sides while the police stood by motionless. A power outage followed, he said, and "the soccer field fell into darkness."

"We were surprised the the police let them in that easy. The numbers were huge," he said.

As many Al-Ahly fans crowded into the corridor leading out of the stadium, they were trapped, with the doors at the other end locked.

Ghaffar said Al-Masry fans beat those Al-Ahly fans who fell on the floor and also described several stampedes.

Al-Masry fan, Mohammed Mosleh, posted his account on Facebook, saying he saw "thugs with weapons" on his side in the stadium where police presence was meager.

"This was unbelievable," he said. "We were supposed to be celebrating, not killing people. We defeated Al-Ahly, something I saw twice only in my lifetime. All the people were happy. Nobody expected this."

Health ministry official Hisham Sheha said deaths were caused by stabs by sharp tools, brain hemorrhage and concussions. "All those carried to hospitals were already dead bodies," Sheha told state-TV.

One man told state TV he heard gunshots in the stadium, while a lawmaker from Egypt's powerful Muslim Brotherhood said the police didn't prevent fans carrying knives from entering the stadium.

TV footage showed Al-Ahly players rushing for their locker room as fistfights broke out among the hundreds of fans swarming on to the field. Some men had to rescue a manager from the losing team as he was being beaten. Black-clothed police officers stood by, appearing overwhelmed.

The Interior Ministry said 74 people died, including one police officer, and 248 were injured, 14 of them police. A local health official initially said 1,000 people were injured and it was not clear how severely. Security forces arrested 47 people for involvement in the violence, the statement said.

State TV appealed to Egyptians to donate blood for the injured in Port Said, and the military sent two aircraft to evacuate serious cases to the capital, Cairo.

A number of political parties called on the Egyptian parliament to pass no-confidence vote against the government of Kamal el-Ganzouri, a Mubarak-era politician appointed by the much-critized ruling military council. El-Ganzouri himself held an emergency cabinet meeting early Thursday.

Essam el-Erian, a Brotherhood lawmaker, said the military and police were complicit in the violence, accusing them of trying to show that emergency regulations giving security forces wide-ranging powers must be maintained.

"This tragedy is a result of intentional reluctance by the military and the police," he said.

The trigger for the violence, however, remains a mystery since most of the attackers were from the winning team.

April 6 group, which was among youth groups that led the anti-Mubarak uprising, accused the ruling military of collaboration in the violence.

"Is it logical that the force that managed to secure parliamentary elections in nine provinces can't secure a soccer match where skirmishes among fans were expected," the group said in a statement Thursday.

The organized soccer fans known as Ultras have playing an important role in the anti-Mubarak uprising and rallies against the military rule. Their anti-police songs, peppered with curses, have quickly become viral and an expression of the hatred many Egyptians feel toward security forces that were accused of much of the abuse that was widespread under Mubarak's regime.

In the eyes of political activists, the long enmity between Ultras and much-hated security forces under Mubarak and under the military rule explains why the police stepped aside in the face of deadly brawl.

In a statement signed by Ultras of Al-Ahly, the group said Thursday that the military council and former members of Mubarak's regime were retaliating for the Ultras role in the revolution.

"They want to punish us and execute us for our participation in the revolution against suppression," it said, and vowed a "new war in defense of our revolution."
